The Swiss Insurance Association (SIA) classifies non-ionizing electromagnetic radiation, and therefore mobile telephony radiation, as an emerging risk (currently twelve in number). These are new types of risks that may have an impact in the future. Unlike traditional risks, they are difficult to identify and therefore difficult to assess financially. A common feature of emerging risks is that the causality between risk and damage cannot (yet) be proven. Since the generally accepted criteria for providing insurance against hazards cannot be applied to emerging risks without further action, liability insurers are faced with the fundamental question of whether such risks can actually be covered by insurance. In the absence of this causality and because it is almost impossible to financially assess possible risks, insurers are reluctant to cover the risks for the population that could result from the antennas.

The effect of non-ionizing radiation (NIR) on humans depends on its intensity and frequency. The current deployment of 5G is in the frequency ranges already used today for mobile telephony and wireless networks (WIFI).

1./2. In the long term, a higher frequency range should also be used in 5G. However, as it is not yet widely used, it has not been the subject of any observational studies of its impact on the population. Internationally, a review article published in 2018 lists some 80 animal and cellular studies on frequencies between 30 and 65 gigahertz. In Switzerland, no research on this frequency range has been conducted to date.

The author of the interpellation assumes that the radiation of mobile telephony, as it is now present in the environment and legally permissible, is clearly harmful to human beings. In its report of 25 February 2015 on mobile telephony networks adapted to future requirements, the Federal Council stated that warming of the body's tissues is the only scientifically proven harmful effect on humans due to high frequency radiation. However, this effect is excluded if the emission limit values defined in the Ordinance on Protection against Non-Ionising Radiation (ORNI; SR 814.710) are complied with. Research has led to more or less well-documented observations showing that mobile phone radiation can have other biological effects that cannot be attributed to this warming. Scientific studies are carried out to determine whether they are dangerous to health. Based on the findings of surveys on mobile phone use, the World Health Organization has classified high frequency radiation as potentially carcinogenic to humans. At the same time, it found that research on the population's exposure to fixed transmitter stations, which have much lower radiation levels, does not reveal an increased risk of cancer. However, the organization recognizes that there is no relevant long-term study.

The following message with its link to a brief (less-than-twenty-minute) film has come to me from a long-time friend, researcher and activist working on electromagnetic radiation.

This is a subject that I have been researching and tracking myself for going on six years, without, I am ashamed to say, yet publishing any of the in-depth articles that I have planned and partially written -- something soon to change, I hope.

My work in this area has been built on my work in the area of ionizing (atomic) radiation, which started in 1996, when I began tracking Gulf War illness (which turned out to be radiation poisoning, although this has never been officially acknowledged by the Pentagon).

The film is a well deserved frontal attack on the World Health Organization, which I know well from over twenty years of dealing with it and reporting on matters of international public health. The main point made in the film is that the WHO's "safety" norms for human exposure to electromagnetic radiation are bogus.

TORONTO, Canada—Although 5G, or fifth generation wireless technology, promises faster download speeds and conveniences that most of us have never dreamed of, we’ll also be blanketed with a new type of radiation called “millimeter waves,” according to health experts who warn of the rising risks associated with the rollout of 5G.

At the Wireless Technology Symposium in Toronto on May 31, experts discussed evidence of adverse health effects from 5G technology and answered questions from the audience.

“It’s not been made clear to the public that 5G won’t just be another number and a letter on your cell phone,” said Frank Clegg, former president of Microsoft Canada. “It requires an entirely new infrastructure of thousands of small cellular antennas to be erected throughout the cities where it’s going to be installed.”

Are rises in Electro-Magnetic Field in the human environment, interacting with multiple environmental pollutions, the tripping point for increases in neurological deaths in the Western World?

On a rare occasion when the Swiss authorities (person responsible for health strategy and policy, canton Vaud) asked for more information about a study mentioned in one of my letters to the editor, the subject was research carried out by Bournemouth University on the rising numbers of younger people being diagnosed with dementia. This was back in 2015. (See 2015 opinion by Colin Pritchard published by The Guardian, "Why Modern Life is Making Dementia in Your 40s More Likely".

Here is the closing of a June 2019 paper by Colin Pritchard and others, Bournemouth University:

"In closing, we take a backward look over just 25 clinical years to consider the rises in the incidence of Autism and Asperger syndrome, Chronic Fatigue Syndrome, ADHD, Early Onset Dementias, rises in the WHO diagnostic categories Nervous Disease Deaths and Alzheimer’s and Other Dementia deaths across the Western world, all alongside intensive increases in background environmental pollutants and the now ubiquitous EMF. Part of the problem is that these influences have been slow and insidious and the new digital world, so full of ‘good things’, perhaps we may need to begin to realise that possibly we have opened Pandora’s Box."
